Governance/Marsilius/Höffe: With reference to Scripture and the Church Fathers, i.e. the second page of scholastic art of argumentation, [Marsilius] (...) decisively rejects the almost exuberant secular claims to power of the popes contained in the idea of the abundance of violence (plentitudo potestatis). According to Marsilius the power of the priesthood including its head, the Popes called merely "Roman bishops", is limited to their authority to administer the sacraments.

Sacraments/Marsilius: For them he mentions only two sacraments, the altar sacrament and the penitential sacrament, while even the sacrament for entering the circle of the faithful, baptism, is missing.
Baptism/Christianity/Höffe: In fact, according to Christian understanding, baptism need not necessarily be administered by a priest, so the sacrament of baptism does not belong to the exclusive priestly power.
